These are the best Historically Black Colleges and Universities (HBCUs) and Predominantly Black Institutions in Texas with robust online degree offerings.

Texas has nine HBCUs within its borders. The designation “Historically Black Colleges and Universities” refers to institutions of higher education established before the Civil Rights Act of 1964 that had the goal of serving Black students and communities. Though a product of the segregation era, many HBCUs have grown to become prominent academic institutions. At one time, there were 121 of these across the country; only 101 remain.

Predominantly Black Institutions are federally designated by the Higher Education Act of 2008. These school’s population must be at leat 40% Black students. Notably, HBCUs and Predominantly Black Institutions don’t always overlap. Regardless, both are recognized for their commitment to advancing the education of and opportunities for Black students and other students of color.

For this ranking, we used our proprietary methodology that takes into account key metrics for identifying academic excellence:

  • Small Student-to-Faculty Ratio
  • High Number of Online Programs Offered
  • High Percentage of Online Students
  • High Graduation Rates
  • High Retention Rates
  • High Desirability—the relationship between the number of applicants of a school, those that got admitted, and of those, the number that enrolled.
  • Academic Influence—based off the number of scholarly contributions made by the institution’s faculty in their fields of study and how often they were cited by other scholarly works.

      Texas Southern University is a public HBCU established in 1927. It has over 9,000 students enrolled, 7% of whom are enrolled fully online. 82% of the Texas Southern University student population is composed of Black students.

      TSU offers 10 online bachelor's degree and master's degree programs. Highlights include two MBA tracks, in general business or energy finance, a master of public administration, and an executive master of justice administration.

      Cedar Valley College is ranked the #7 Best Online Community College in Texas!

      Cedar Valley College is a community college established in 1977. It has over 8,700 students, 9% of whom are enrolled fully online. Black students make up 42% of the student population.

      CVC offers more than 20 fully online associate degree and certificate programs. Its associate degrees cover areas including criminal justice and law, business and finance, education and teaching, and nursing and healthcare. The college allows for accelerated completion times, with students able to finish associate degrees in five seven-week sessions.

      In addition to being a Predominantly Black Institution, Cedar Valley College is a Hispanic-Servining Institution, and a military friendly school.

      Dallas Nursing Institute is a private, non-profit nursing school established in 1991. It has around 160 students enrolled, 31% of whom are fully online. DNI is a Predominantly Black Institution, with Black students making up 54% of the population.

      DNI focuses exclusively on nursing and healthcare education. It has four online degree offerings, all RN-to-BSN programs. Each comes with a specific track option, in transactional nursing, mental health focus, eHealth and telemedicine, and ethics and professional medicine.

      The school is dedicated to balancing excellent education in healthcare with the values of determination, cultural diversity, and service to the community.

Because our scores are based on local data and not tied to irrelevant national data, they accurately reflect an institutions’s value to the Texas student. In general, Texas is slightly cheaper than the national average of $9,970 (according to The National Center for Education Statistics) for a degree at a public 4-year college or university.
